Dapitan City deputizes tricycle owners, drivers as tour guides, peacekeepers




DAPITAN CITY, Zamboanga del Norte, Dec. 5 (PNA) -- The city government, in coordination with the local police office, has deputized tricycle association members here as acting agents to help strengthen security as well as boost the tourism industry of this city.

Supt. Glenn Dulawan, local police chief, on Monday said that tricycle owners and drivers have undergone road safety and security training to assist them in monitoring and reporting all forms of criminality.

Dulawan said the new deputies would serve as force multipliers of the local police in the maintenance of law and order in this city.

Dulawan said they have also undergone tour guiding seminar to equip them with the knowledge in catering to the needs of the visitors, especially tourists, both domestic and international.

Dulawan said they have come up with the project to ensure the safety of the tourists while visiting this city.

This city is a favorite destination of tourists in the region since it is historically significant as the place where the country’s national hero, Dr. Jose Rizal, was exiled by the Spaniards for his revolutionary activities.

The famous Dakak Park and Beach Resort and the Fantasy Land, a theme park, are also among the tourist attractions of this city.

Dapitan City, which is known as the “Shrine City in the Philippines” is also becoming known as the “City of Festivals” brought about by the holding of different festivities every month.

Meanwhile, City Tourism Officer Apple Marie Agolong said preparations are underway for the “Pasko sa Nayon” where food is served for free to residents who attend the dawn mass locally known as “Misa de Gallo.”

Two Arrested for Drug Pushing

Dapitan City Police Station, in its relentless effort implementing the PNP Program "Double Barrel" arrested two illegal drug peddlers. On October 27, 2016 at about 4:50 PM, CAIDSOTG of Dapitan City Police led by PCI Vincent Vertudazo together with the team of SPO4 Jose Renault Tan, under the supervision of PSupt. Glenn Dulawan conducted buy-bust operation at Brgy Barcelona, this City. The operation resulted to the arrest of two suspects, namely: Jessie James Acopio,Tan 25 years old, single and Eureka AyOmaguing Estrao, 27 years old, married, both residents of the aforementioned place.

Subject persons previously surrendered to this station thru Oplan "Tokhang" upon monitoring, it was confirmed that both continued to engage in illegal drug activities in the said barangay.

Confiscated from their possession were three pieces rectangular transparent plastic sachet containing white crystalline substance believed to be “Shabu”, one Five Hundred Peso bill with serial number 546167, one unit white and yellow combination Rusi scooter with key, one black Cricket lighter and one  piece brown rectangular cut tissue paper.

Inventory and marking of evidence was witnessed by Hon Gregorio A Jarapan Jr- Brgy Chairman of Barcelona and Ms. Erna Baradillo-Media representative.The arrested suspects and the confiscated items were brought to this station while cases are being prepared against them for filing in court

Another Drug Pusher Arrested

On October 19, 2016 at about 8:17 PM, CAIDSOTF of this station led by SPO4 Jose Renault Tan together with the personnel from 904th Maritime Police Station under the supervision of PSupt. Glenn Macario Dulawan conducted drug buy-bust operation at  Brgy San Vicente, this City. The operation resulted to the arrest of one Judhie Tano y Lacquio, 23 years old, single and a resident of the aforementioned place.

The subject person surrendered last July 8, 2016 to the 904th Maritime Police Station but during intelligence monitoring, it was found out that he continued to engage in illegal drugs activities in the said barangay.

During the buy-bust, he agreed to sell one piece heat-sealed rectangular transparent plastic sachet containing white crystalline granules believed to be "Shabu". Recovered also from his control and possession after his arrest were one piece heat-sealed rectangular transparent plastic sachet containing white crystalline granules believed to be "Shabu", one piece five hundred Peso bill buy-bust money, and one hundred fifty Pesos in different denomination as proceeds.

The inventory and marking of evidence was witnessed by Hon Renante B Balisco - Brgy Councilor of Brgy San Vicente and Ms. Erna Dela Torre Baradillo, Media representative.

The arrested suspect and the confiscated items were brought to Dapitan City Police Station for filing of cases in court.

Two Arrested for Illegal Possession of Firearms

Confiscated items inventoried 
Two persons were arrested by personnel of Zamboanga del Norte Public Safety Company led by PSI Paulo Benito and investigators of Dapitan City Police Station led by PO2 Nick Quimiguing  for illegal possession of firearms at Barangay Aseniero, Dapitan City on October 7, 2016 at 5:00 AM. The arrest was made through the execution of a Search Warrant.

The two suspects were identified Bienvinido Belleno Agustin, 35 years old and his live-in partner Wilme Gallemit Gestopa, 35 years old. They were arrested at their residence at Sitio Mahayag, Aseniero, Dapitan City after the execution of  Search Warrant No. 05-2016 for Violation of RA 10591 issued by Presiding Judge Victoriano DL Lacaya,Jr of RTC, 9th Judicial Region, Branch 9, Dipolog City  .

During the course of the search, the team found and recovered personal properties which are the subject of the search warrant, these are: one unit Caliber 9 millimeter Uzi sub-machine gun with Serial No. 58441 with one steel magazine loaded with six live ammunition and one unit Caspian Caliber 45  with Serial No. 413975 with one steel magazine loaded with 3 live ammunition. The team also recovered in plain view, one piece rectangular transparent sachet containing white crystalline granules believed to be "Shabu" with a street value of more or less P2,000.00.

 Inventory and marking of evidence was witnessed by Hon. Joselito C Paradiang and Hon. Ronilo B Dawat, both Brgy Councilors of Brgy. Aseniero, Dapitan City.The arrested suspects and the confiscated items were brought to Dapitan City Police Station while appropriate charges are being prepared for filing in court.

On October 1, 2016 at 1:00 o’clock in the afternoon, a meeting with the Motorcab Drivers Association of Dapitan City was held inside Dapitan City Cultural and Sports Center. The topic discussed was about the City Ordinances on Traffic Rules and Regulation including penalties. Starting October 4, 2016, Citation Tickets will be issued to traffic violators.

The meeting was presided by Mr. Wilbert Magallanes, City Administrator and attended by Mrs. Evelyn Pacatang, City Treasurer, Atty. Clemencio Mercado, legal Counsel,  PCI Vincent Virtudazo, PSI Arcelito Derama and SPO1 Arthur Obnimaga.

Two Arrested During Drug Buy-bust and Execution of Three Search Warrants

Two drug buy-bust conducted and and three Search Warrants were executed simultaneously by the Dapitan City Anti-illegal Drugs Task Group at Barangay Opao, Dapitan City on September 21, 2016 at about 6:20 AM to 7:00 AM. 

The first team of Dapitan CAIDSOTG led by SPO4 Jose Renault A Tan, Intelligence PNCO under the supervision of PSupt. Glenn M. Dulawan conducted buy-bust operation against Jayson Superales y Mejeno alias “Miroy” and executed the Search Warrant Numbers 06-2016 and 07-2016 for Violation of R.A. 10591 and R.A. 9165 at his house at Barangay Opao, this City. 

During the course of buy-bust operation, the team was able to buy one (1) small rectangular transparent plastic sachet containing white crystalline granule believed to be “shabu”. Immediately after his arrest, the team executed the Search Warrant in his house. The team found and recovered personal properties which are the subject of the Search Warrant, and these are: one piece XO candy wrapper, two small rectangular transparent plastic sachet containing white crystalline granule believed to be shabu, one empty small triangular transparent plastic and one Lambat-Sibat Volunteer ID. Also recovered from his possession one piece 500 hundred peso bill used as marked money with Serial No. CP513031 used as buy-bust money.


The second Team of Dapitan CAIDSOTG led by PCI Vincent M. Vertudazo, Deputy COP under the supervision of PSupt. Glenn M. Dulawan simultaneously conducted buy-bust operation and executed the Search Warrant Number 08-2016 for Violation of R.A. 9165  at the nearby house of Dario G. Lagutan

The team was able to buy one (1) square shape plastic transparent sachet containing white crystalline substance believed to be “shabu” during the buy-bust operation. Also recovered from his possession one 500 hundred peso bill with serial nr DR790509 with initial IJA used as buy-bust money. Immediately after arresting the suspect, the team executed the 2nd Search Warrant in his house. The team found and recovered the following personal properties which are the subject of the Search Warrant: one piece Emi match box containing four pieces rectangular shape transparent plastic sachet containing white crystalline substance believed to be “shabu”, one piece Mighty cigarette pack containing several used crampled aluminum foils, one piece aluminum foil used as needle or flame reducer. 

The searches were properly done with the presence of barangay officials and the inventory and marking of evidence was witnessed by barangay officials and a representative from the Media.

The arrested suspects and the confiscated items were brought to Dapitan City Police Station for proper disposition.

It is unfortunate to note that the suspects voluntarily surrendered at Dapitan  City Police Station on August 9 and July 8, 2016 respectively. During the continues monitoring of CAIDSOTG, they found out that the two suspects did not stop in selling illegal drugs.

Gun Confiscated from 3 Minors

                On September 11, 2016 at about 9:50 PM, this station was informed thru phone call from a concerned citizen that there’s a group of persons in which one of them is armed with cal. 38 pistol inside Ril-J Videoke House located at the Boulevard, Bgry Sta Cruz, Dapitan City.

Immediately, personnel of this station led by PSupt Glenn Dulawan together with SPO4 Jose Renault Tan conducted Oplan Bakal/Sita at the said place.

Upon arrival at the mentioned place, the group already left and according to the witness,they are going towards Brgy Dawo. The team, together with the witness followed the suspects and found them at the Boulevard particularly in front of Home Sweet Home Pension House, Brgy Dawo. As the team approached them, one of the three (3) suspects who was positively identified by the witnesses, threw the firearm over the seawall. The team conducted search in the area and recovered One (1) unit Smith and Wesson Cal. 38 revolver with defaced serial number and without ammunition.

The three suspects, whose identities are withheld because they are minors, all residents of Brgy Banonong, this city were arrested and were brought to this station for the necessary documentation. They were further turned-over to DSWDO for proper disposition while a case for violation of 10591 (Comprehensive Firearms and Ammunition Regulation Act) is being prepared for filing in court against them.

On September 14, 2016, one Section from the 14th Division Reconnaissance Company led by 1Lt. Joseph Galapa arrived in Dapitan City to augment the police force in its anti-criminality operations. This is in relation to the declaration of President Rodrigo Roa Duterte of State of Violence.

They will help the police in patrolling, conducting checkpoints and in law enforcement operations. In the enforcement of laws, their role is limited to providing security to the PNP raiding teams. Their presence in the city is temporary or until the Declaration of Lawless Violence is lifted.

The AFP and PNP assures the public that there will be no violation of the constitutional rights and that respect for human rights is paramount.

Wanted Person for RA 9262 Nabbed

On September 15, 2016 at about 11:00 AM, personnel of Dapitan Police Station led by PCI Vincent Virtudazo, DCOP together with PO3 Alnito Aya-ay, PO3 Julius Pelusas, PO1 Romer Ruiz, PO2 Rolan Decipulo and PO1 Adonis Elumbaring under the supervision of PSupt. Glenn Dulawan conducted manhunt operation at Brgy. Masidlakon, Dapitan City. With the help of the BIN of the said barangay, the team successfully arrested one Rowe Fuentes y Nolasco, 51 years old, male, married and a resident of the above-mentioned place.

The subject person was arrested by virtue of the Warrant of Arrest issued by Presiding Judge Rogelio D Laquihon of RTC, 9th Judicial Region, Branch 7, Dipolog City for violation of Sec. 5 (h) of RA 9262 dated September 8, 2016 docketed under Criminal Case Nr. 20887. The bail bond recommended for his temporary liberty  is Twenty Four Thousand Pesos  .

The arrested person is temporary detained at the Dapitan City Police custodial cell for booking and commitment to jail.


PNP War on Illegal Drugs: 2 Arrested Thru Search Warrant in Dapitan City

Dapitan City is relentlessly implementing the PNP Program "Double Barrel". On September 14, 2016 at about 8:10 PM, members of Dapitan CAIDSOTG led by SPO4 Jose Renault Alcazar Tan, Chief, Intelligence Section under the supervision of PSUPT GLENN MACARIO DULAWAN, OIC Dapitan CPS executed Search Warrant Number 05-2016 issued by Presiding Judge Jose Rene G. Dondoyano, RTC, Branch 6, 9th Judicial Region, Dipolog City for the violation of R.A. 9165 dated September 13, 2016 at the house of Alcher Bulay-og Sumagang alias Dodo, 38 years old, single and co-occupant Ryan Yorong Paitan alias Nonoy, 21 years old, single at Brgy. Banbanan, Dapitan City.

The search team found and recovered personal properties, the subject of the Search Warrant which are:  five pieces plastic transparent sachet containing white crystalline substance believed to be shabu, two pieces, cut aluminum foil used as gutter, one piece green lighter and one paper used as wrapper. Also recovered were one unit caliber .38 revolver and two pieces live ammunitions of caliber 38.

The inventory and marking of evidence was witnessed by barangay officials of Brgy Banbanan and a representative from the Media.

On September 14, 2016 at about 6:20 PM, members of Dapitan CAIDSOTG led by SPO4 Jose Renault Alcazar Tan, Chief Inelligence Section under the supervision of PSUPT GLENN MACARIO DULAWAN, OIC Dapitan CPS conducted drug buy-bust operation at the Engineering Office, Brgy Dawo, Dapitan City. The operation resulted to the arrest of the Street Level Target (SLT) of this office identified as Ryan Yorong Paitan, 21 years old, single and Alcher Bulay-og Sumagang, 38 years old, single both residing at Brgy. Banbanan, Dapitan City.

Confiscated from their possession and control were one piece rectangular transparent sachet containing white crystalline granules believed to be "shabu" as buy- bust product, four  pieces rectangular transparent sachet containing white crystalline granules believed to be "shabu", one piece small rectangular brown paper used as wrapper, one piece five hundred peso bill used as buy-bust money and one unit black Nokia F12.

The inventory and marking of evidence was witnessed by a Councilor of Brgy Dawo and a Media representative.The arrested suspects and the confiscated items were brought to Dapitan City Police Station for proper disposition.

            

SHABU PEDDLER NABBED IN DAPITAN

Dapitan City Police Station and PDEA conducted a joint drug buy-bust operation at Roning’s Pension House in Barangay Dawo, Dapitan City at about 4:00 PM on September 11, 2016.

This resulted in the arrest of Raul Milallos Teves, 42. Suspect is not included in the drug watch list of Dapitan CPS, and he came only to Dapitan City to sell illegal drugs. Confiscated from him were five sachets of suspected shabu, marked money; other cash worth ₱250.00, two cell phones, a motorcycle bearing plate number 2800-JI. The arrested suspect and the confiscated items were brought to Dapitan CPS for proper disposition.
